It beats me when I see Chama Cha Mapinduzi (CCM) stick to its guns regarding its spent policy of the two-tier Union structure.
Looking at its fluke and manoeuvres going on in
the new constitution writing process, it is obvious that CCM is prepared
to do all it takes to maintain the Union status quo.
Despite warnings directed towards the ruling
party, the writing on the wall clearly shows the country is likely to
maintain the current Union model at its own peril.
One does not need a rocket science to see why the current Union structure is not feasible for the prosperity of this country.
Although we have been living in this Union structure for the last 50 years, we have little to show for it.
If we have for a half a century failed to gain
anything tangible, how many years do we need to make the Union structure
work for us?
We obviously have to embark on a major surgery on the existing model for the Union to deliver.
But chances are those gunning for the status quo will not buy sweeping changes stipulated in the second draft constitution.
They are partly right, for the proposed three-tier model is also not a panacea to mounting Union misgivings.
Far from solving the hiccups, the three-tier Union
will fuel misunderstandings in the corridors of power where the quest
for holding clout and influence within the merger is already vivid.
If we have been unable to resolve challenges
arising from the two-tier Union structure, how can we effectively manage
the proposed three governments?
If we are to strengthen and prolong our unity, one
government is the way to go. It is time we forgo our selfishness and
swallow our pride if we truly want to become one country, one nation and
one strong people, for this is the true meaning of a union.
