Scan tops agenda as House opens

 After a two-month holiday, Parliament reconvenes today to debate the financial scam that took place in the Office of the Prime Minister as well as decide the fate of Bubulo West MP Tonny Kipoi who faces dismissal over continued absenteeism.
A copy of the Order Paper lists PAC report on the scam that took place in OPM as Number 7 and the report of the Committee of Rules, Privileges and Discipline on the conduct of MP Kipoi is Number 5.
Abuse of foreign aid
A leaked report of Parliament’s PAC on the abuse of foreign aid in the OPM indicates that several senior government officials have been implicated in the scam where more than USh50 billion was lost.
Parliament is expected to either adopt the committee recommendations or dismiss the 86-page report.
Those assigned responsibility for the scam in the report include the Secretary to the Treasury, Mr Keith Muhakanizi, retired Accountant Gen Gustavo Bwoch, Commissioner Treasury Services Isaac Mpoza, former Permanent Secretary in OPM, Pius Bigirimana, interdicted accountant in OPM Geoffrey Kazinda and a host of other technocrats in the Finance ministry and Bank of Uganda.
However, the report assigns different levels of guilt to the officials named and makes varying recommendations depending on their level of responsibility in the scam which saw billions of shillings mismanaged.
