SENIOR police officers are meeting
here for six days to evaluate the force's performance for last year and
establish areas of strength, weakness and lay down strategies for this
calendar year.
Speaking during the opening ceremony, the Inspector General of Police (IGP), Ernest Mangu, said that the force has started to take precautionary measures in ensuring that peace and security prevails.
The six-day Annual Conference of Senior Police Officers at Moshi Police Academy (MPA) was graced by Home Affairs Deputy Minister Pereira Ame Silima.
He said that commissioners of police will table papers to be deliberated by the officers that will also address other key issues including evaluation of last year's performance by the force and set strategies for this year, bolstering efficiency.
"The conference will evaluate Police Force performance for last year so as to establish areas we did well or otherwise in a quest to set up strategies so that we have better performance this year.
"It is also imperative to set up strategies on how to administer the exercise that includes the progress towards the new constitution and finally the Local Government Elections at the end of the year," said the IGP.
Mr Mangu, who was appointed recently, requested the government to play its part by supplying the force with all necessary working tools and enough budget so that its officers can carry out their duties effectively.
He insisted that it is imperative to have political will to this end. Turning to his officers, IGP Mangu told them that efficiency in executing their duties also depends on the calibre and character of police officers. The officers also need public trust because must correct individuals who commit offences.
The theme of the conference is to serve the society skilfully and professionally. The IGP said that this is the internationally acknowledged virtue. "We are trying to render the best service in this difficult situation while requesting the government to continue paving for us a conducive working environment," requested the IGP.
He mentioned some challenges as being land disputes, especially between farmers and pastoralists; political disputes as the country heads towards elections and wrangles in which business persons and traders are involved.
Officiating at the conference, Deputy Minister Silima said society has high expectations from the police officers.
He said that the government will play its role in enabling the Police Force to deliver as it should. Mr Silima urged the officers to bear in mind human rights in every decision and actions they take during the constitution making process, Local Government Elections and General Elections. He commended the force because the crime rate in 2013/14 dropped by 1.1.
He noted other challenges like cross border and transnational organized crimes, terrorism, cyber crimes. He added that the Government has laid down the laws that will tackle them and now it is high time to make sure they pin down perpetrators.
In attendance to the opening ceremony were Kilimanjaro Regional Commissioner, Mr Leonidas Gama; Chief of Staff of Tanzania People's Defence Force, Lieutenant General Samuel Ndomba; Intelligence Chief, Mr Rashid Othman, Dr Juma Malewa from Tanzania Prisons and other dignitaries.
